LibTiffDelphi 3.8.2 implemetaion

I changed LibTiffDelphi with LibTiff 3.8.2 objs except tiff_jpeg and tiff_ojpeg.

it works jpeg compression.

In previous version, it is not working.

this tif_jpeg.obj and tif_ojpeg.obj is recompiled.

sorry for prevoius bug obj.  :(
